Due to the nature of the work, some overnight travel is required. Travel may be with little to no notice at the discretion of management.
DESCRIPTION:
This position serves as the Deputy Bureau Chief for the Bureau of Monitoring and Quality Improvement.
DUTIES AND RESPONSIBILITIES:
The duties of this position include, but are not limited to:
Supervising employees, spends the majority of the time communicating with, motivating, training, and evaluating employees, planning, and directing employee's work. Motivates employees to improve the quality of work performed. Directs the work of employees to ensure best use of time and resources.
Serves as the Deputy Bureau Chief of Monitoring and Quality Improvement (MQI) and serves as the back up to the Bureau Chief of Monitoring and Quality Improvement; Has delegated authority when the Bureau Chief is out of the office. Represents the Bureau Chief at various meetings and events.
Responsible for reviewing and making final edits to MQI annual compliance reports; Assists the Bureau Chief with reviewing and responding to appeals.
Supervises the MQI Planning and Prioritization Team. Responsible for assigning work and assessing performance.
Oversee's the report editing, routing, finalization, and website posting as it relates to the MQI annual compliance reports.
Completes the monitoring prioritization tool quarterly. Prepares monitoring prioritization tool data in analytic software such as Tableau. Maintains the monitoring prioritization website, handbook, and database.
Prepares the MQI annual schedule to allow regional supervisors access to add scheduled reviews. Update annual schedule on SharePoint; Share annual schedule with applicable department staff on a quarterly basis.
Maintain program information and schedule in appropriate MQI Access databases.
Responsible for overseeing the creation and updates of monitoring tools, including standards, work papers, surveys, report templates, scoring grids, forms, and protocols on an annual and as needed basis. Creating forms and documents using Microsoft Word or Adobe. Responsible for coordinating and completing review of annual monitoring requirements and coordinates discussions with necessary parties to confirm annual requirements.
Assists in the planning, coordination, and delivery of the MQI workpaper workshop and MQI annual statewide meeting.
Performs trend analysis as it relates to monitoring findings and deficiencies using Excel and/or Tableau. Provide management with appropriate reporting documentation for their review.
Assists with the development of training curriculum (MQI Certified Review). Materials will be used to train Certified Peer Reviewers who can assist regional monitors on annual compliance reviews. Training material will be updated, current, and in-line with FDJJ 2000, MQI Manual, MQI Standards, and Work Papers.
Responsible for maintaining database of certified peer reviewers and working with regional staff in managing and allocating those peers. Assists with scheduling certified peer reviewer training and updating SkillPro as needed.
May be asked to participate on annual compliance reviews.
Serves as the Department's Program Monitoring and Management (PMM) System Administrator. Responsible for the following:

• Responding to requests to assist with updating, correcting, or deleting actions/information within the PMM System
• Updating all Internal DJJ User Accounts to assign user role permissions in the PMM System
• Managing and updating program grouping within the PMM System
• Responding to and pulling record/information requests from the PMM System
• Responding to requests and assisting users with completing steps within the PMM System
• Completing and submitting IT user requests for PMM System issues
• Providing training to department or provider staff as requested
• Reviewing and overseeing the PMM Tableau Dashboard

Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of basic management principles and ability to supervise employees.
• Knowledge of leadership techniques.
• Knowledge of systems analysis, data collection and interpretation, focusing and deciphering complicated subject matter.
• Knowledge of Excel and conducting various data analysis.
• Knowledgeable and ability to understand and apply rules, regulations, policies, and procedures relating to operational activities.
• Ability to communicate effectively verbally and in writing.
• Ability to work independently and to plan, organize and coordinate work assignments. Skill in interpersonal relationships.
• Ability to travel.

PREFERRED QUALIFICATIONS:
Bachelor's degree from an accredited college or university and at least three years of experience in contract monitoring, quality improvement, or contract management.
At least two years of supervisory experience.
At least three years of experience in the criminal justice system.
At least three years of writing detailed technical documents. (Examples: annual compliance reports, site summaries, official department policy or procedures, and detailed reports for management/leadership.)
At least three years of experience conducting meetings and presentations, including presenting to large groups and presenting to upper management; additional experience includes presenting to outside stakeholder groups on issues and activities impacting the agency.
