Program Manager
CACI is currently seeking a Program Manager for an upcoming program. This Program Manager will be responsible for the successful capture and execution of a seaport contract. This role requires a strategic approach to contract acquisition, as well as meticulous management of contract deliverables, timelines, and stakeholder relationships. The Program Manager will lead cross-functional teams, ensure alignment with organizational goals, and drive continuous improvement in program performance.
Responsibilities:
- Strategy Development: Develop and implement a comprehensive strategy for capturing new opportunities to grow portfolio of work.
- Proposal Management: Support the proposal development team to create compelling and compliant proposals.
- Stakeholder Engagement: Build and maintain relationships with key stakeholders, including clients, partners, and internal teams.
- Compliance and Risk Management: Ensure all capture activities comply with legal, ethical, and regulatory requirements.
- Program Planning and Initiation: Develop a detailed program plan, including scope, schedule, budget, and resource allocation.
- Team Leadership: Lead and mentor a cross-functional team, including project managers, engineers, logistics experts, and support staff.
- Stakeholder Management: Maintain regular communication with clients, stakeholders, and team members to ensure alignment and address concerns.
- Performance Monitoring and Reporting: Track program progress against plan, identifying variances and implementing corrective actions as needed.
- Quality Assurance: Ensure all deliverables meet quality standards and client expectations.
- Financial Management: Monitor budget and financial performance, ensuring cost-effective delivery of the contract.
Qualifications:
- Bachelor's degree in Business, Engineering, Project Management, or a related field
- Active Secret security clearance
- 10+ years of experience in program management, with a focus on contract capture and execution.
- Proven experience in managing seaport or logistics-related contracts.
- Excellent leadership and team management skills.
- Superior communication, negotiation, and interpersonal skills.
- Proficiency in program management tools and software (e.g., MS Office).
- Demonstrated ability to manage multiple stakeholders and deliver complex projects on time and within budget.
- Background of success and ability to communicate and interact with senior leadership.
- Advanced degree in a relevant field of study
- Knowledge of Seaport contract vehicle operations
- Familiarity with NSWC Crane market
- PMP (Project Management Professional) or equivalent certification
- Ability to obtain TS/SCI clearance
- Demonstrated growth of workload portfolio in Government or Private Industry

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is: $88,700 - $186,100
