JOB DESCRIPTION:
Based upon assignment of responsibility by the Senior Education Policy Director for Funding and Budget Development of the Division of Career and Adult Education, this position supports the implementation of budgetary policies for local career, technical and adult education programs. This position will coordinate, administer and/or evaluate state and federal funding for career, technical and adult education programs in the state. The position will utilize project management planning methods that details applicable goals, timelines, associated costs, milestones, deliverables, processes to be used, communications and outreach efforts.
DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
  • The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.
  • The employee must interact courteously with others.
  • Responsible for assisting with the implementation of the Career and Technical Education State Plan, evaluation of programs, services and activities to carry out under the Carl D. Perkins Act, with a focus on innovative strategies to meet the emerging workforce needs of Florida.
  • Responsible for the implementation of the Adult Education State Plan and ensure that local providers are implementing English Literacy and Civics Education services in accordance with state and federal guidelines.
  • Responsible for providing Technical Assistance to local recipients on how to implement and carry out programs, services and activities related to Career and Technical Education, Adult Education, and the state's goals for accelerating post-secondary credential attainment.
  • Responsible for implementation activities related to the Workforce Development Capitalization Incentive Grant, if funded by the Legislature. This includes serving as the certified contract manager for projects, monitoring grantees' compliance with program requirements through review, analysis, and processing of financial and program deliverables,
  • Assists with implementation on policy activities related to accountability, performance measurement, data integrity, and funding/budgeting for workforce education programs.
  • Provides technical assistance to the District Adult and Technical Center Directors for the grant implementation and other funding projects.
  • Assists with updating and maintaining the division's business rules and standard operating procedures related to budget and finance.
  • Assists in the creation of funding models for the equitable and performance-based distribution of state and federal resources to local providers.
  • Analyzes funding data for career/technical and adult education programs to assist in improving these programs and to improve the integrity of collected and reported data.
  • Prepares funding plans and assists with audit responses.
  • Performs other duties as assigned.

WHO WE'RE LOOKING FOR:
The Division of Career and Adult Education is looking for a highly qualified and experienced individual who can assist to develop and implement budgetary policies for local career, technical and adult education programs. This individual will coordinate, administer and/or evaluate state and federal funding for career, technical and adult education programs in the state.
MINIMUM QUALIFICATIONS
  • Two years of working experience in a professional office environment.
  • Advanced working knowledge and experience using Microsoft applications such as Excel, Word, Power Point, and SharePoint.
  • Ability to obtain, hold, and maintain an active Florida Certified Contract Manager (FCCM) certification.
  • Ability to communicate effectively including verbal and written communication.
PREFERRED QUALIFICATIONS:
Preferences will be given to:
  • Florida Certified Contract Manager (FCCM) certification.

LEAVE INFORMATION: (CS)
  • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.
  • Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month
BACKGROUND SCREENING REQUIREMENT
It is the policy of the Florida Department of Education that applicants for employment/volunteer undergo Level 2 background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer. You will be required to provide your Social Security Number to conduct required verifications. No applicant for a designated position will be employed, contracted or permitted to volunteer until the level 2 screening results are received, reviewed, and approved by the Department.
