Program Manager (PM) TS with SCI Eligibility
EMCOR Government Services is seeking a Program Manager (PM) to lead contract operations supporting a Government client in the National Capital Region (NCR). The PM leads a team of dedicated and talented professionals in delivering a wide range of Base of Operations Servicessuch as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and project management, as well as othersat facilities and sites located throughout the NCR. This position is contingent upon contract award.
Essential Duties and Responsibilities include, however are not limited to:
- Serves as the primary point of contact for this program, available 24/7/365, who is accountable and responsible for work performance and program profit/loss and is the EGS on-site authority for all program-related issues.
- Oversees contract performance of all aspects of contract scope that includes: Facility Operations, Security Services, Logistics and Motorpool, Environmental, Safety and Occupational Health Support, Engineering, Construction and Operations Support, Project Management (Renovations and Minor Construction), Installation and Facility Operations, Maintenance and Repair, Grounds Maintenance, Custodial Services, Food Services.
- Oversees site operations, work schedules, and subcontractors and ensures work meets service demands, objectives, and quality and safety requirements.
- Establishes and maintains an effective relationship with the client to achieve a mutually beneficial business relationship.
- Meets regularly with the client, vendors, and subcontractor partners to discuss operations, performance, project work, schedule, and budget.
- When required, develops and implements corrective plans of action and milestones designed to return service and performance levels per contract requirements.
- Develops and submits status and performance reports and evaluations to the customer and to higher EGS authority. Maintains good order and discipline among the staff and takes corrective action when necessary to address issues or concerns.
- Ability to effectively manage the contract transition (phase-in) upon award.
- Oversee all aspects of program staffing, performance evaluations, and disciplinary issuesfor both EGS staff and that of subcontract partnerswith the goal of always achieving full staffing.
Qualifications include:
- Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.
- Must possess and consistently lead with a Mission First, People Always mindset.
- A minimum of 7 years of experience in managing complex building and facilities operations, including a minimum of 5 years of experience managing BOS contracts of similar complexity and scope.
- Demonstrated ability to lead and manage teams and subcontractors in diverse and dynamic environments in high-pressure situations.
- A bachelor's degree from an accredited university in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or another related field.
- Professional licensure commensurate with education/professione.g., Professional Engineer (PE)is desired.
- Project Management Professional (PMP) desired, or equivalent specialized experience with Project Management tools and techniques (e.g., Program Management Professional (PgMP)).
- Demonstrated leadership and experience in cost control, budgeting, scoping, planning, estimating, procurement, scheduling, change management, tracking, dispute resolution, and contracting.
- Knowledge and experience with the ARCHIBUS and MAXIMO Computerized Maintenance Management System (CMMS) is highly desired.
- Highly developed leadership, management, supervisory, interpersonal communication (oral and written), and analytical skills are required to administer a high-performance contract.
- Demonstrated experience working with labor unions and/or managing service employees working under the Service Contract Act. Strong technical knowledge of all facilities maintenance and operations, including complex mechanical, electrical, and plumbing systems, structural systems, vertical transportation and data center operations.
- Highly proficient in MS Office 365 (SharePoint, MS OneNote MS Outlook, etc.) and other software applications.
Physical Requirements: While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.
