Job Description:

The Collaborative Care Executive Director (ED) is responsible for clinical, administrative, and fiscal oversight of the Collaborative Care Division, that directly supports BILH Medical Group patients within primary and specialty care. The ED leads program development and enhancements, strategic initiatives, financial performance, mitigation development and implementation, clinical quality that impact clinical, quality, financial and business operations. The ED functions as a delegate for the CoCM integration related issues, as needed.

Responsibilities:

  • Leads and manages strategic operations and implementation of behavioral health integration within primary and specialty care settings throughout BILH to advance the annual objective and long-term system strategic goal(s)/commitment(s).
  • Leads cross-functional BILH system team focused on the planning, implementation and management of behavioral health integration into primary and specialty care system-wide.
  • Builds and maintain strong business relationships to enhance operational capabilities and efficiencies with BILH Leadership, Shared Service Leadership (to include Finance, Billing, Legal, Compliance, IT, HR, and Communications) and BILH Medical Group to include primary care and specialty care leadership
  • Translates leadership goals into annual business objectives and institute's annual operational planning across behavioral health integration into primary and specialty care with subsequent monthly reviews of progress.
  • Lead the development of long-term transformational business goals and metrics, manage the analysis of population health data, and lead data driven performance management.
  • Oversee program directors and direct reports responsible for daily site operations and behavioral health clinician supervision.
  • Ensures compliance with all internal quality and external licensing, certification and accreditation standards and regulations, as well as program specific policies and procedures.
  • Ensures compliance with federal, state, and company policies and regulations and standards for professional conduct and services. Provides oversight of regulatory, accreditation, and quality improvement activities.
  • Assesses, establishes, and implements appropriate systems, procedures, and productivity standards for behavioral health integration into primary and specialty care services to ensure quality of services, including use of Evidence Based Practices and to produce measurable outcomes indicating excellent results of services compared to benchmarks.
  • Develops program budgets. Analyzes expense and revenue reports; justifies variances; tracks and resolves issues in conjunction with Medical Director, Vice President of Finance, Program Directors and finance staff, including making program adjustments when necessary.
  • Maintains awareness of current corporate financial and operational goals and applies them to strategies developed and implemented. In conjunction with the Medical Director, provides leadership for events within the system, division, ensuring appropriate plans and action are implemented and reported.
  • Envisions, designs, and develops new initiatives, including responding to opportunities to expand care for new services by all payers, including State, ACO and Health Plans. Assesses funder and community needs and proposes solutions. Develops new business plans, contracts/grant proposals to expand funding base.
  • Develops strategic vision for evolving behavioral health integration into primary and specialty care platforms, and enabling information technology to streamline business operations and population health management.
  • Define the need for change to support growth of behavioral health integration into primary and specialty care business and the creation of a more effective operating model all while considering the impact on employees, shared services and the larger system
  • Partner with BILH Legal and Compliance to ensure that an organization follows relevant laws, regulations, and business rules.
  • Assesses operating performance and builds strategies to optimize employees, department capabilities, and financial performance, in partnership with Medical Director and VP of Finance
  • Monitors on-going service delivery against client expectations and provider satisfaction. Where applicable and appropriate, effectively use feedback and reporting tools to measure patient and provider (Medical and Behavioral Health) satisfaction and recommend or implement process improvement steps designed to benefit sustained or improved satisfaction.
  • Optimizes staffing, performance management, development and engagement of all employees within primary and specialty care behavioral health integration operations
  • Directly supervises a team of 3-5 direct reports. Indirect management through influence and deliverables; size and scope of staff will vary.
  • Will have budgetary responsibilities aligned to specific projects with the individual dollar values to be determined. Responsible for managing the program budget on a daily basis. In addition, works within an approved budget; develops and implements cost saving measures
  • Must be able to adapt and work within the framework outlined by the BILH BS President and interface with counterparts across the organization when required. Listens and gets clarification when needed; responds well to questions. Able to write clearly and informatively. Ability to respond to common inquiries or complaints from various stakeholders, consumers, regulatory agencies, or other service providers.

Qualifications:

  • Ability to effectively communicate with employees and outside parties.
  • Master's degree in human service, behavioral science, social work, business, healthcare management, public health, quantitative science, or directly related discipline; Supervisory experience is required.
  • A minimum of ten years in progressively responsible operational management functions, preferably in mental health and addiction services, of which seven years have been in a supervisory capacity; five years of demonstrated project management experience with demonstration in the ability to deliver from inception to implementation.
  • Knowledge of operations management procedures, knowledge of clinic and ambulatory behavioral health operations, including implementing evidence-based practices.
  • Clinical experience managing services, including mental health and SUD, and populations with significant medical, social, and behavioral health complexity.
  • Knowledge of state and federal regulatory requirements and guidelines, including licensure of mental health and addiction programs.
  • Knowledge of state Medicaid and Managed Care Organizations payment and service specifications.

  • Knowledge of both theoretical and practical experience in portfolio, program and project management including techniques, tools, strategic planning, and stakeholder engagement and management.
  • Excellent communication and facilitation skills (oral, written, and listening).
  • Ability to understand, organize and communicate complex information in an easily understandable format tailored to a variety of audiences.
  • Must possess outstanding planning and implementation skills, a strategic approach, and a good working knowledge of data reporting and analysis skills.
  • Knowledge of commercial behavioral healthcare practices, evidenced-based treatments, managed care principles, provider development, and quality improvement concepts is essential. Familiarity with state and local agencies serving the community is helpful.
  • High energy, passionate, and proven track record of developing and implementing strategies.
  • Ability to independently lead a team and drive results.
  • Knowledge and management in business operations, technology, and innovation.
  • Advanced ability to utilize computers, MS applications, project and web-based software is required. Advanced skills in data analysis and project management software are required.

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Travel and the ability to meet in a variety of settings is required. Must have a valid driver's license, good driving record, and reliable vehicle.
