Position Overview and Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
- The incumbent is responsible for coordinating and tracking technical review of regulatory aspects of hazardous waste activities under the Resource Conservation and Recovery Act (RCRA),.. In addition, the incumbent is charged with project manager responsibilities for some of the mid to highly complex cleanup cases.
- Coordinates review of hazardous waste corrective action permit applications to determine compliance with State and Federal regulations. The reviews include technical evaluation of groundwater monitoring plans, assessments reports, corrective action plans and risk-assessments, and recommending permit conditions necessary to ensure compliance. Ensure permits are issued in a timely and effective manner.
- Provides assistance to district staff, facility applicants and consultants on treatment, storage or disposal methodologies. Assists hazardous waste field staff with inspections of existing and proposed facilities prior to issuance of permits to determine facility compliance with regulations. Participates in the department's OSHA Program.
- As directed, research and review regulatory changes, literature and other documents to determine the best current practices and procedures, and to maintain expertise in new technologies for management of hazardous waste and cleanup of hazardous waste facilities.
- Attends meetings and conferences with applicants, consultants, governmental officials and other affected parties to determine compliance with all state and federal regulations and standards.
- Performs related duties as required.
- Knowledge of RCRA permitting and corrective action requirements.
- Knowledge of risk-based corrective action process.
- Ability to establish and maintain effective working relationships with Department staff, other agency staff and the public.
- Ability to effectively communicate both orally and in writing.
- Skills in the operation of personal computers and related software.
- Ability to use common Microsoft Office software.
- Ability to physically conduct hazardous waste field audits.
- Ability to travel.
- Ability to maintain a valid driver's license.
- Able to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns within your program area, with sufficient expertise for managing complex issues.
- Able to provide guidance and/or training to District or Division staff within your program area on complex and/or controversial permits or similar compliance concerns.
- At least four years of verifiable related experience in engineering, environmental science or natural sciences. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required four years of experience on a year-for-year basis.
- Valid Driver's License

The incumbent of this position, in accordance with sections and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
Preferred Qualifications:
- Minimum of three years regulatory inspection/compliance/permitting/site management or other closely related environmental program work.
Annual Salary - $54,000.00 - $63,471.36 (Commensurate with experience)
