Summary

The Special Counsel and Chief of Staff to the Inspector General (IG) serves as a senior advisor for, and is an authority on the most complex legal issues related to, OIG audits, IT audits, evaluations, attestations, inspections, evaluations, and other reviews, as well as criminal and administrative investigations of alleged fraud, waste, abuse, and mismanagement related to the Board and CFPB's programs and operations. The incumbent serves as the principal advisor to, and works closely with, the IG for all day-to-day affairs of the OIG. Ensures that the IG is briefed on significant matters in advance of internal and external meetings. The incumbent independently and objectively handles a wide range of matters of importance to the IG by providing leadership, coordination, and recommendations on issues related to the Board and CFPB. The incumbent directs and oversees the strategy, execution, and staffing related to engagement between the OIG, Congress, the media, the Department of Justice on OIG criminal investigations, and the public. The incumbent is responsible for developing and maintaining strong working relationships with senior officials of the Board and CFPB, Members of Congress and their staff, senior officials of other regulatory agencies, and other OIG offices. The incumbent may chair OIG workgroups and committees and may represent the interests of the OIG in external (e.g., CIGIE, Board, CFPB) workgroups and committees.

Duties and Responsibilities
  • Manages or directs the large and complex special projects and policy issues for the OIG, often involving analysis of difficult and sensitive issues for which there is little or no precedent. Formulates conclusions and recommendations and presents findings to senior management, Board members, or other government agencies, as required.
  • Leads management discussions regarding a wide variety of matters; independently analyzes information to provide advisory support and guidance to the IG. Performs sensitive duties and assignments of special importance to the IG with a high degree of independence and authority.
  • Develops and reviews proposed policy documents, correspondence, periodic and special reports, and other materials directed to the Inspector General. Independently prepares correspondence and analysis of a technical nature, reviews materials to be signed by the IG, and recommends changes to the originating office as needed. On behalf of the IG, coordinates the preparation of speeches, presentations, briefings, memoranda, and letters stating the OIG's position.
  • Serves in a supervisory role for congressional and media engagement, providing critical recommendations and advice to the IG and senior OIG leadership on complex and sensitive congressional and media relations matters.
  • Builds and maintains excellent communications and strong working relationships with OIG senior leadership, Board and CFPB officials, the OIG community, and other internal and external stakeholders to assess and be responsive to the organizational climate and OIG and individual needs. Advises and guides senior OIG management on various issues and articulates the IG's vision on what needs to be accomplished.
  • Represents the IG on various Board and CFPB committees, interagency groups, supervisory meetings, and outreach functions. Stays informed of, and keeps the IG apprised of, new developments that impact the OIG. Provides leadership to ensure supervisory philosophies are effectively communicated and implemented.
  • Serves as a key contributor to the most complex legal issues, projects, cases of the OIG, requiring expertise in several areas of the Division's responsibilities.
  • Demonstrates a thorough knowledge of the OIG, Board, and CFPB's organization, policies, and procedures. Responsible for contributing to the development and messaging of the OIG's strategic goals, objectives, and underlying initiatives.
Position Requirements

Knowledge/Skill REQUIREMENTS

Requires a law degree and bar membership, as well as a high degree of demonstrated analytical ability, organizational leadership ability, project management skills, and highly developed oral and written communications skills. Must possess a thorough understanding of the laws and rules applicable to a broad range of the most complex issues addressed by the OIG. Knowledge of OIG operations and statutory responsibilities, and the functions of the Board and CFPB are highly desirable. Demonstrated ability to resolve complex legal issues or problems and formulate policy recommendations with minimal supervisory input. Must have or be able to obtain and maintain a Top-Secret clearance and is subject to the Board's drug testing program. Must possess excellent interpersonal skills, professional demeanor, a strong work ethic, and a willingness to accept additional responsibility. Ability to manage and influence those not under direct authority. Demonstrated ability in, and thorough understanding of, Congressional operations and media affairs issues, both legal and non-legal.

In addition to the six or more years of experience requirement, must have at least four years of management experience.

REMARKS

  • This role will serve as the principal senior advisor to the Inspector General for the most complex issues related to the OIG's oversight of programs and operations. Previous experience in this type of role is strongly preferred.
  • Demonstrated experience and capability in engaging with external stakeholders, including Members of Congress and their staff, is strongly preferred.
  • Proven ability to motivate, mentor, and develop staff and foster a culture that encourages input and feedback from all team members
  • Past performance evaluations may be requested.
  • The OIG's telework policy requires employees to be physically present in the office full-time.
