Senior Technology Change Analyst
The Senior Technology Change Analyst serves as a strategic portfolio leader, partnering with Delivery Verticals, Production Support, and Enterprise Technology Stakeholders to define and execute standardized change and release governance frameworks for Enterprise Payments and Wholesale Technology. This role drives the readiness, oversight, and execution of complex technology changes, ensuring operational excellence through transparency, accountability, and proactive risk management. Acting as a key liaison between executive leadership, technical teams, and business partners, the Senior Technology Change Analyst champions continuous improvement, mitigates risk, and ensures alignment with enterprise standards. Representing the organization in enterprise-wide change and release forums, this role shapes change strategy and fosters a culture of disciplined oversight, innovation, and delivery excellence.
Essential Duties And Responsibilities
- Develop customized coding, software integration, perform analysis, configure solutions, using tools specific to the project or the area.
- Lead and participate in the development, testing, implementation, maintenance, and support of highly complex solutions in adherence to company standards, including robust unit testing and support for subsequent release testing.
- Build non-functional monitoring capabilities and provide escalated support for highly complex applications in production.
- Build in and maintain security controls and monitoring in support of company standards.
- Typically lead moderately complex projects and participate in larger, more complex initiatives.
- Solve complex technical and operational problems. Act as a resource for teammates with less experience.
- May oversee the work of a small team.
- In an Agile environment: Responsible for delivering high quality working software and automating manual/reusable tasks working directly, and engage with, the business from the beginning of the design work. Leverage continuous engineering practices to deliver business value regarding effectiveness of the design. Actively participate in refining user stories. Responsible for design, developing, and maintaining automated unit testing, and supporting integration and functional testing. Responsible for providing automated monitoring capabilities, providing warranty support, and providing knowledge transfer to production support. Develop code in accordance with the acceptance criteria established by the Product Owner.
Qualifications Required Qualifications
- Bachelor's Degree and six to ten years of experience or equivalent education and software engineering training or experience
- In-depth knowledge in information systems and ability to identify, apply, and implement best practices
- Understanding of key business processes and competitive strategies related to the IT function
- Ability to plan and manage projects and solve complex problems by applying best practices
- Ability to provide direction and mentor less experienced teammates. Ability to interpret and convey complex, difficult, or sensitive information
Key Responsibilities
Strategic Change Leadership
- Define and lead the strategic roadmap for technology change management across multiple domains.
- Oversee the end-to-end lifecycle of change initiatives, ensuring alignment with standards, goals and regulatory requirements.
- Chair Change Advisory Board (CAB) meetings and provide executive-level guidance on change prioritization and risk mitigation.
Risk Oversight
- Establish and enforce DCIO-wide change policies, standards, and controls. Lead risk assessments and compliance reviews for high-impact changes
- Mitigate risk through proactive identification of key dependencies, disruptive change conflicts, examination of quality/transparency.
- Drive post-implementation reviews and retrospectives to inform future strategy.
Continuous Improvement And Innovation
- Develop and implement advanced metrics and KPIs to measure change effectiveness and operational impact.
- Champion process optimization and automation within ITSM frameworks.
- Lead cross-functional initiatives to enhance change agility and reduce time-to-value.
Stakeholder Engagement And Communication
- Act as a senior advisor to Application Delivery, Production Support, and executive stakeholders.
- Communicate change strategy and outcomes to senior leadership and impacted teams.
- Deliver training and mentorship programs to elevate change management maturity across the organization.
Qualifications
- Bachelor's degree in Information Technology, Computer Science, or related field (Master's preferred). - 7+ years of experience in IT Change Management, including leadership roles. - Proven track record of managing complex, domain-level change initiatives. - Exceptional strategic thinking, analytical, and problem-solving skills. - Strong executive presence and communication capabilities. - Experience working in matrixed environments and influencing across organizational boundaries.
Preferred Skills
- Certification in ITIL, PMP, or other relevant frameworks. - Expertise in Change Management platforms and enterprise ITSM tools. - Deep understanding of regulatory compliance in Financial Services Technology. - Experience with Agile, DevOps, and continuous delivery environments.

- Visual / Audio / Speaking Able to access and interpret client information received from the computer and able to hear and speak with individuals in person and on the phone.

- Availability Able to work all hours scheduled, including overtime as directed by manager/supervisor and required by business need.
