We are seeking a passionate and experienced project manager and senior consultant in the human services field, specializing in child welfare technology, to join our team. While the position may be remote, it will require regular travel to client sites, including in Rhode Island and others as needed.

The ideal candidate will have knowledge and experience in several of the following areas:

• A strong background in the sale and implementation of human services technology solutions, particularly child welfare systems (CCWIS), encompassing technology feasibility, business requirements gathering, and solution design and implementation.
• An understanding of operations within health and human services state agencies, especially Title IV-E agencies, and their technology needs.
• Experience managing large-scale health and human services technology implementations, particularly in child welfare case management technology (CCWIS).
• Familiarity with multi-vendor technology implementation projects, including roles for DDI, QA, OCM, BPR, PMO, and IV&V vendors.
• Knowledgeable in IT project management and business analysis standards, including PMBoK, BABoK, and IEEE, as well as common system development lifecycle (SDLC) methodologies.
• Understanding of federal technology procurement standards and funding requirements, such as APD rules and processes, OMB cost allocation principles, and evolving technologies.

Essential Duties and Responsibilities:

As a Senior Consultant, you will play a crucial project management and client engagement role to support the implementation of a new statewide child welfare information system (CCWIS) in Rhode Island.

• Establish strong relationships with local, state, federal, and private service agencies.
• Act as project manager or client engagement manager, overseeing project development from inception to completion.
• Identify and resolve issues and conflicts within the project team proactively.
• Create and deliver progress reports, proposals, requirements documentation, and presentations.
• Effectively manage project scope changes, anticipate potential challenges, and devise contingency plans.
• Coach, mentor, motivate, and supervise project team members and contractors, guiding them towards accountability for their roles.
• Build, develop, and enhance business relationships essential for project and company success.

Thought Leadership:

• Provide subject matter expertise on various relevant topics.
• Lead research initiatives, speaking engagements, and service offering development.

Market Strategy Development and Sales Support:

• Utilize industry knowledge to spearhead strategic planning and product/service line development.
• Analyze existing markets tactically to identify potential opportunities.
• Leverage existing client networks for insights on future business prospects.

Additional Responsibilities:

• Supervise and mentor a team of human services IT consultants.
• Perform other tasks as assigned by PCG management.

Required Experience:

• 5+ years of experience within the human services technology field, with a preference for child welfare technology experience.
• Project Management Professional (PMP) certification preferred.

Compensation for this role at Public Consulting Group varies based on numerous factors including office location, role, skill set, and level of experience. The expected compensation range for this role is between $88,300 and $150,000, supplemented by a comprehensive benefits package.
