The Project Officer will act as a main point of contact for assigned projects and will work in close collaboration with the RISE Core Management Team, the Senior Program Manager, relevant Country Office staff, and organizational Hub leadership structures. Specifically, the Project Officer will support RISE global award projects and cross cutting functions, partner engagement, donor engagement, and cross cutting management functions including communications and knowledge management.The Project Officer will also support selected centrally funded RISE technical initiatives focused on HIV presentation, global health security, malaria, or other technical areas as assigned.
nIn close collaboration with Senior Program Manager and other relevant staff, the Project Office r will develop and deliver solutions to further enhance effectiveness of the projects and the delivery of services within the established scope, budget and timelines for the supported area. This position is accountable for ensuring that strong project management methodology, practices and tools are being applied. Supports budget development and review for the in the assigned projects.
nThis position will proactively identify opportunities to implement quality improvement and assurance initiatives in the assigned project area.
nAdditionally, this position will support New Program Development (NPD) initiatives.
nResponsibilities:
nLeads & Proposals

Provides input and recommendations to support the generation of leads for New Program Development (NPD) opportunities in Countries supported and for multi-country, global awards as assigned

Collaborates with relevant technical and programmatic staff to provide input and recommendations on proposals of low-to-moderate complexity
n n - n
Writes budget inputs, budget reviews, workplan matrixes and project management narrative sections used to inform and influence the development and design of low-to-moderately complex proposals and overall development management
n n - n
Supports Country Directors and other stakeholders within Country Office(s) and/or at the global level on leads development i.e. initiating relationships between Country Director(s) and NPD liaisons, supporting NPD Country plans, drafting concept notes

Fosters country relationships and customer service with country and global program teams to identify and support needs
n n

Acts as a partner and provides specialized support to Country Office(s) in the development of high-quality workplans and project charters in alignment with program strategy and scope

May partner with members of the Project Team to establish working parameters and guidelines

Initiates start-up activities and after action reviews

Analyzes the feasibility and potential impact of new initiatives, process improvements, solutions; provides recommended course of action

Implementation & Control Activities

Interprets and advises Project teams on the effective application of project management practices and methodologies, ensuring compliance with Jhpiego's internal Project Management curricula requirements ( )

Manages and monitors project management standards for assigned project
n n - n
Interprets internal / external challenges in the industry environment; recommends course of action and best practices to improve processes and/or services
n n - n
Solves moderately complex problems requiring analysis of multiple variables, including consultation with multiple stakeholders i.e. workplans, budgets
n n - n
Ensures the quality delivery of workplans and progress reports are delivered on-time to appropriate stakeholders
n n - n
Identifies opportunities to improve policies and supporting materials to increase their effectiveness for employees, people managers and partners while meeting compliance and business objectives
n n - n
Identifies programmatic issues, concerns and gaps of high concern or impact to the delivery of services; initiates investigations / problem resolution within defined parameters and escalates as needed
n n - n
Monitors and assesses service, productivity and efficiency levels within assigned project(s) and escalates any technical, project management, financial and/or compliance concerns as needed
n n - n
Ensures knowledge management is maintained for all projects
n n - n
Contributes to reports for the Leadership Team with highlights / updates on programming within the assigned area
n n
Close-Out Activities

Manages close out process according to internal processes and donor guidelines

Conducts After Action Reviews for closed out projects

Ensures quality final report is delivered
n n
Special Skills Knowledge and Abilities:

Certified in (Jhpiego's internal project management curricula) or Project Management for Development Professional (DPro). If these certifications have not been completed, the successful candidate must completewithin 60 days of hire.

Proven experience in workplan development, reviewing quarterly and annual reports, providing budget inputs and conducting program close-out
n n - n
Understanding of basic financial management principles and budgeting
n n - n
Strong understanding of at least 2 technical areas Jhpiego works in, with strong preference for HIV prevention programming experience
n n - n
Knowledge of USG rules and regulations
n n - n
Strong organizational skills

Excellent written and oral communication skills with diverse groups

Minimum Qualifications

Master's degree in a related field

Three years related experience

Additional education may substitute for experience and additional experience may subsitute for education to the extent permitted by the JHU equivalency formula

Preferred Qualifications

Experience working on USG-funded programming, HIV or Global Health Security programming

Fluency in a second language (French, Portuguese, or Spanish) preferred but not required
