Program Analyst

Overview

Opportunity to join the QCT Global SOC Operations Team supporting Program Management related functions. This role involves assisting the Program Manager to establish a stable Plan of Record (POR) with respect to project estimation, planning, schedule, and resource estimation, and supporting planning and scheduling under supervision.

Office based position in San Diego, CA.

Responsibilities

• Assist the Program Manager to establish stable Plan of Record (POR) with respect to project estimation, planning, schedule, and resource estimation.
• Support planning and scheduling under supervision of the Program Manager and Engineering leads: develop and maintain program master schedules and milestones, budgets, work plans and resource requirements.
• Prepare program status reports and escalate variances to the Program Manager or Engineering leads as needed.
• Develop and manage processes, procedures, and tools to increase project productivity; troubleshoot simple processes or technologies.
• Support process compliance by following best practices and procedures.
• Gathers, analyzes, and interprets data and program metrics using advanced tools and presents results to stakeholders.
• Maintain and update SharePoint sites, JIRA projects, and databases using advanced data management tools (e.g., Excel, agile).

Qualifications

• Bachelor's degree in Science, Engineering, Business, or related field OR associate degree with 2 years of relevant work experience OR High School diploma with 4 years of relevant experience. In addition, 2-3 years Program Analyst experience or related work experience is required.
• Preferred: 3+ years of experience creating, scheduling, and maintaining program plans or related experience; 2+ years of experience with program management tools.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint, Project, Visio), strong computer skills, and ability to learn new applications rapidly.
• Strong Excel skills (formulas, pivot tables, macros, vlookups, graphs) and knowledge of data analytics and program management tools (SharePoint, JIRA, Microsoft Project Planning, Tableau, ThoughtSpot, Splunk).
• Excellent oral and written communication skills and ability to operate in a team environment.
• Exposure to tools like JIRA, Thoughtspot, Tableau, and Splunk.

Minimum Qualifications

• Associate's degree in Business Administration, Management, Computer Science, Engineering, or related field; OR High School Diploma or equivalent with 1+ year of relevant work experience.
