The position advertised has been exempted from the federal civilian hiring freeze.
This announcement is open to all qualified U.S. citizens.
All federal employees who opted into the Deferred Resignation Program (DRP) MUST resign prior to appointment in their new position
The selectee will be assigned to Marine Base Quantico, in Quantico, VA. This position is scheduled to relocate to Redstone Arsenal in Huntsville, AL in approximately fall of 2027. The position and/or relocation date is subject to change based on construction timelines and mission needs.

Job Summary
This is NOT a vacancy announcement. Position: Electronics Technician-GS 7/9/11/12/13
Locations : Huntsville, AL/ Quantico, VA
Working Hours : 8:00am - 5:00pm, but hours may vary
Salary : Rates will be provided upon selection
Duration : Full Time/Permanent

  • Must be able to obtain a Top Secret-SCI clearance
Major Duties
As an Electronics Technician you will/are:
GS 7:
  • Perform work involving the installation and maintenance of Bureau's complex communications/network and intrusion detection systems and associated wide/narrow band wireless communication equipment and forensic audio and video equipment and techniques.
  • Receive on-the-job training to perform technical work in various areas of specialization and functional areas, including but not limited to electronics surveillance, data network, emerging forensic video, image, audio, wireless, networking, electronic security, microwave etc.
  • Design basic approaches to resolve technical problems with conventional equipment.
  • Function in compliance with the national standards and policies relating to the technical design of complex electronic equipment, communications systems and techniques, and operates within regulatory guidelines.
  • Assist in establishing secure communication systems at a command center at crisis site to promptly provide immediate connectivity to FBIHQ, appropriate field offices, and/or other law enforcement and government agencies.
  • Participate actively in repairing equipment and taking corrective maintenance in the assigned programmatic area.
  • Routinely inspect and test equipment/systems to ensure that technical integrity is maintained and if necessary, proposes appropriate corrective action.
  • Review pertinent technical manuals to remain current with technology. Perform related duties.
  • Work requires some strenuous and physical exertion such as climbing ladders, lifting heavy objects in excess of 50 pounds, and crouching or crawling in small work areas.
  • Process forms, paperwork, and authorizations in accordance with regulations/policies.
GS 9: (In addition to above)
  • Install and maintain Bureau's complex communications/network and intrusion detection systems and associated wide/narrow band wireless communication equipment and forensic audio and video equipment and techniques.
  • Design basic approaches to resolve technical problems with conventional equipment.
  • Communicate effectively with officials and peers both orally and in writing to perform assignments.
  • Assist in establishing secure communication systems at a command center at crisis site to promptly provide immediate connectivity to FBIHQ, appropriate field offices, and/or other law enforcement and government agencies.
  • Routinely inspect and test equipment/systems to ensure technical integrity.
  • Assist in conducting site surveys for installation of equipment.
  • Ensure operational and standby systems and equipment are available and are in continuous reliable operating conditions for normal daily functions and emergencies.
  • Troubleshoot, install, and maintain complex network, communications and security electronic systems.
GS 11: (In addition to above)
  • Perform technical work in various areas of specialization and functional areas including, but not limited to, electronics surveillance, data network, emerging forensic video, image, audio, wireless, networking, electronic security, microwave etc., to handle routine and well-defined special assignments.
  • Depending upon the functional area, work on data and voice encryption devices, filter-out background noises, wireless networking etc.
  • Assist in implementing connectivity of equipment during crisis situations, when senior ETs design immediate secure tactical communications platform.
  • Plan and organize unit preventive and corrective maintenance programs.
  • Perform repairs for all systems utilizing regular, as well as highly specialized test equipment.
  • Ensure that operational and standby systems and equipment are available and are in continuous reliable operating conditions for normal daily functions and emergencies.
  • Perform difficult and complex repairs for all systems utilizing regular, as well as highly specialized test equipment.
  • Redesign and maintain complex network, communications and security electronic systems.
  • Install, maintain, and troubleshoot on-site and remotely different types of radio equipment used in radio networks; including base stations, repeaters, and receiver equipment and portable transceivers installed at field offices and radio sites across the Bureau.
  • Provide guidance and direction both through written and verbal instructions to personnel within an organization, business, or other agency.
GS 12: (In addition to above)
  • Manage unit preventive and corrective maintenance programs.
  • Provide guidance to lower grade Electronics Technicians and has responsibility for their personal safety when working on high-voltage equipment.
  • Inspect completed maintenance work, furnish advice and assistance on maintenance problems, and conduct on-the-job training in more complex maintenance work.
  • Conduct training programs as necessary and affords instruction to Special Agent and support personnel on various types of equipment.
  • Plan and manage the design, development, delivery, and support of a broad range of telecommunications systems that support agency operations and the accomplishment of highly specialized inter-agency communications requirements.
  • Continuously review pertinent technical manuals to remain current with technology. Attend government-sponsored training classes.
  • Establish and maintain cooperative relationships with management, Telecommunications Managers, Electronics Technicians, Telecommunications Specialists, and Information Technology Specialists involved in related activities. Ensure coordination of efforts and sharing of information and resources where possible.
GS 13: (In addition to above)
  • Function in various areas of specialization and functional areas, including but not limited to electronics surveillance, data network, emerging forensic video, image, audio, wireless, networking, electronic security, microwave etc., and provides expertise concerning a myriad of assignments from routine to unique and complex.
  • Technically engineers the most complex, frequently one-of-a-kind, electronic systems and subsystems, multiplexers, power supplies, repeaters, and digital control equipment etc.
  • Modify and design interface electronics to ensure interconnectability and interoperability.
  • Interpret and evaluate national standards and policies relating to the technical design of complex electronic equipment, communications systems and techniques and operates within those perimeters.
  • Evaluate new and existing secure communication systems to establish a command center at a crisis site and promptly provides immediate connectivity to FBIHQ, appropriate field offices, and/or other law enforcement and government agencies.
  • Conduct surveys and design strategies for the installation of communications, electronics and ELSUR equipment by adapting complex equipment/systems in unusual and precarious locations requiring innovative and unique installation configuration.
  • Resolve unforeseen issues and controversial problems to facilitate the required operations under stringent time constraints.
  • Conduct tests under simulated conditions, and travels to Bureau field offices to support technical personnel in the installation of ELSUR and secure communication systems.
  • Lead other technicians in-house or in the field offices during the planning phase of projects.
  • Perform the most difficult repairs for all systems utilizing regular as well as highly specialized test equipment.
  • Identify budgetary and resource requirements through preparation of specifications for development, procurement, delivery, installation and/or deployment of unique and innovative systems, and provides cost estimates for the same.
  • Prepare and conduct training in technical fields on complex, one-of-a-kind, electronic systems and subsystems, multiplexers, power supplies, repeaters, and digital control equipment, forensic audio and video operations etc.
  • Participate in interagency conferences to discuss and resolve issues of mutual interest.

Specialized Experience (SE):
GS 7 : Applicant must possess at least one (1) year of SE equivalent to the GS 5 grade level. SE is:
  • Utilizing existing tools and methods to identify, preserve, and analyze digital evidence
  • Assisting with implementation of custom tools, techniques, and procedures used to address unique investigative situations
  • Providing basic technical and other professional assistance in conducting interviews, searches and other investigative, operational, liaison, and/or outreach activity
  • Assisting in drafting documents on basic technical and other professional matters
GS 9: Applicant must possess at least one (1) year of SE equivalent to the GS 7 grade level. SE (in addition to above) is:
  • Troubleshooting, and modifying as needed existing tools and methods to identify, preserve, and analyze digital evidence
  • Assisting with the development of custom tools and methods to identify, analyze, and preserve digital evidence
  • Assisting in drafting documents on more advanced technical matters
GS 11: Applicant must possess at least one (1) year of SE equivalent to the GS 9 grade level. SE (in addition to above) is:
  • Assisting others with basic system and network procurement, installation, administration, and security
  • Utilizing, troubleshooting, and modifying existing cyber tools and methods to identify, preserve, and analyze digital evidence
  • Assisting with the development and implementation of custom tools and methods
  • Providing basic technical and other professional assistance in conducting interviews, searches and other investigative, and operation activity
  • Drafting documents on basic technical and other professional matters, and assist in drafting documents on advances matters
  • Assisting in coordinating with the private sector and other divisions
GS 12 : Applicant must possess at least one (1) year of SE equivalent to the GS 11 grade level. SE (in addition to above) is:
  • Performing basic computer system and network procurement, installation, administration and security and assists on more complex matters
  • Developing and implementing basic custom tools
  • Providing technical and or other professional assistance in conducting interviews, searches and other investigative activity
  • Performing liaison and outreach
GS 13 : Applicant must possess at least one (1) year of SE equivalent to the GS 12 grade level. SE (in addition to above) is:
  • Performing advances computer system and network procurement, installation, administration and security, and assists others on more complex matters
  • Identifying, developing, vetting, and implementing new tools and methods
  • Coordinating with the private sector and other divisions to lead in the resolution of technical and other relevant issues
  • Acting as a subject matter expert, and testifies as such in court
  • Remaining current with major new advances in cyber and technology topics and provides guidance, tools, and methods on addressing these advances at the National level
Education
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
Degrees must be in one of the following fields: Electronics Engineering, Electrical Engineering, Electronics Engineering Technology, Electronics Technology, Telecommunications, or Computer Science.
GS-7 : Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.
GS-9: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
