Business Analyst II - PPMRS

Evergreen, Insight Global's Manage Service Division, is partnering with a local utility company to support the Electric Planning Policy and Modernization team and We're seeking a highly organized and proactive Business Analyst to support the development and implementation of a large-scale data portal handling billions of rows of public and internal data. This role bridges the gap between regulatory requirements and technical execution-translating complex needs into clear business requirements and user-friendly documentation.
Key Responsibilities
• Collaborate with internal teams to interpret regulatory requirements (e.g., CPUC mandates) and define the end goals and vision for data products
• Develop business requirements for developers based on stakeholder sessions and regulatory inputs
• Write technical and functional documentation, including proof-of-concept materials
• Create and maintain user guides, data dictionaries, and tutorial content for internal and external audiences
• Support user training sessions, presentations, and email communications in coordination with regulatory teams
• Ensure clarity and consistency in documentation for offshore development teams with varying levels of technical fluency
• Provide light user support (not heavy troubleshooting), focusing on enablement and training
• Maintain a strong understanding of the data structure (GIS and tabular formats), even if not directly processing the data

Required Skills & Experience
• Electrical system knowledge - foundational understanding of electric utility data and infrastructure
• Exceptional organizational skills - ability to manage complex documentation and workflows; self-assess and continuously improve
• Strong communication skills - comfortable engaging with internal teams, offshore developers, and regulatory stakeholders
• Advanced writing ability - capable of producing both technical and functional documentation, and reframing technical content for user-friendly formats
Nice to Have Skills & Experience
• Experience writing business requirements and translating technical concepts for diverse audiences
• Familiarity with GIS data and tabular data formats (e.g., Excel columnar data)
• Exposure to large-scale data systems or portals (billions of rows)
• Experience with technical writing, especially user-facing documentation (not a full-time tech writer role)
• Understanding of data governance and quality concepts
