The Position

The Chief Financial Officer , under the broad direction of the Johns Hopkins All Children’s President and the Health System VP Corporate Finance, will be responsible for managing strategies and programs that affect the financial performance of Johns Hopkins All Children’s Hospital (JHACH). This person will also serve as a key member of the Leadership Team, and in that capacity, share executive leadership for the Hospital. The CFO will ultimately ensure the overall financial integrity of Johns Hopkins All Children’s Hospital and will support the work of the Finance/Investment Committee of the Board and be viewed as a trusted business advisor.

The CFO will provide leadership and direction in ensuring the efficient, economical and effective utilization of Johns Hopkins All Children’s Hospital resources to meet the identified goals of the organization. The position also serves as the Chief Financial Officer for All Children’s Research Institute (ACRI), the All Children’s Foundation and the employed physician group All Children’s Specialty Physicians.

Critical outcomes will include supporting the Leadership Team with financial information and operational analytics; drive a culture of accountability to add value to operating business decisions and desired outcomes; creating an environment of continuous process improvement.

The CFO will have direct administrative oversight and responsibility for the following areas: Managed Care, Operating Budget, Period Financial Forecasting, Financial Planning & Analysis, Utilization Management and Grant Accounting. There are several matrixed Health System relationships for many of these functions, such as revenue cycle, accounts payable and payroll, which have centralized support in Baltimore.

It will be imperative that the CFO work closely with the Johns Hopkins Medicine finance team in Baltimore and with CFOs and finance leaders with other Johns Hopkins affiliates. There is a monthly meeting, which is chaired by the Health System CFO, where all affiliates provide a brief report with a review of the latest financial results. There are also regular financial leadership meetings and periodic in person meetings for all affiliate CFOs.

Reporting Relationships

This position reports directly to the President of Johns Hopkins All Children’s Hospital and the Vice President of Corporate Finance for Johns Hopkins Health System.

The role provides direct supervision to the following leaders at JHACH:

  • Executive Director of Finance
  • Executive Director of Financial Planning & Analysis
  • Executive Director of Financial Innovation
  • Director of Managed Care

In addition, the role maintains indirect relationships with:

  • Executive Director of Revenue Cycle Services, JHACH
  • Director of General Accounting, Johns Hopkins Health System Controller’s Office

The following comprise the major expectations and responsibilities of the person who accepts the Johns Hopkins All Children’s Chief Financial Officer position:

Major Expectations and Responsibilities

  1. In consultation with the President and the Leadership Team, the CFO will set the strategic financial direction for the hospital by using benchmarking, and health care and economic trends in order to evaluate the organization’s relative position and to identify opportunities and threats in the market, while analyzing the organization’s infrastructure to assess strengths and weaknesses.
  2. Quickly establish credibility and become a fully engaged, respected partner within the Leadership Team and actively participate with the decision-making process, helping to drive operational and financial excellence.
  3. Additionally, partner with organizational leaders in raising the financial acumen of the Leadership Team with operational metrics, financial performance and help bring about more discipline and accountability with financial stewardship.
  4. Serve as the source and interpreter of financial information, while delivering credible and accurate and timely financial statements, analysis and reports to the Board of Trustees, Board Committees, senior management and Health System, while maintaining standards and procedures for financial planning and reporting for Johns Hopkins All Children’s that are consistent with System practices, Generally Accepted Accounting Principles (GAAP) Accounting and organizational objectives.
  5. Ensure that fiduciary checks and balances are in place, while making sure that there are appropriate internal controls.
  6. Improve the financial and revenue cycle processes by initiating and leading continuous process and performance improvement efforts.
  7. Oversee the preparation and approval of the hospital’s operating and capital budgets.
  8. Work to improve the hospital’s budget process by adopting the Johns Hopkins Health System accelerated schedule, which focuses on work groups. Also, improve budget system and process training to help bring about positive change and help ensure that budgets are as accurate as possible.
  9. Lead by example to continue to strengthen the finance team, through staff development, clear roles and responsibilities (locally and with health system colleagues), and ensuring alignment with customers’ needs.
  10. Explain and interpret what are sometimes complex financial concepts and implications of challenging decisions.
  11. Work closely with the leadership team on all real estate transactions, as well as ground and space leases.
  12. Represent the organization at external meetings of the State of Florida, with other Specialty Licensed Children’s Hospitals in the state and across the country, and with policy makers and trade organizations, as necessary. Serve as presenter/speaker at such meetings as required. Specifically, work to become the onsite “Medicaid expert.”
  13. Represent the hospital and health system throughout the community and the health care financial management profession by providing representation to community and professional organizations.

Education

A minimum of a bachelor’s degree in finance, accounting or a closely related field is required. An MBA and/or a CPA is also required.

Experience/Skills

  1. The ideal candidate for the Chief Financial Officer for Johns Hopkins All Children’s Hospital must have ten (10) years of experience as a financial leader in an academic medical center or large community hospital setting. In addition, the successful candidate should possess the following:
  2. Strong business acumen and demonstrated ability to control expenses while building programs that provide revenue growth.
  3. Knowledge of or the ability to become expert with the reimbursement system (Medicaid) in the State of Florida.
  4. Knowledge of rules and regulations from regulatory agencies such as the Center for Medicare and Medicaid Services (CMS), Health Resources and Services Administration (HRSA), etc. Ability to provide interpretation and guidance on such matters as the Coronavirus Aid, Relief and Economic Security Act (CARES) and the Provider Relief Fund (PRF) application and reporting.
  5. Significant experience with identifying and implementing performance improvement through benchmarking and identifying best practices.
  6. Effective written and oral communication and presentation skills and the ability to communicate complex financial information to diverse audiences.
  7. An understanding of the Board’s unique fiduciary role, strong experience in facilitating finance committee meetings, and well-developed skills in Board relations and overall Board development.
  8. Robust experience with financial analytics and decision support tools and their role in the organization.
  9. The ability to roll up the sleeves, get into the operation through collaboration with other Johns Hopkins All Children’s leaders, and help bring about progressive changes.
  10. Experience with broad application of both financial and clinical information systems. Familiarity with Epic is highly desirable.
  11. Good decision skills derived from a mixture of analysis, wisdom, experience and judgment. Under tight deadlines and pressure, able to make timely decisions and be responsive to others, even with sometimes incomplete information.
  12. Demonstrated mentoring, coaching and team building skills.
  13. Excellent interpersonal and facilitation skills with the ability to motivate others. The ability to bring consensus and accountability through teamwork.
  14. Demonstrated community and professional leadership.

Salary Range: Minimum 0.00/hour - Maximum 0.00/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
