This role will oversee program execution, manage timelines and risks, and coordinate across NAVSEA stakeholders, technical teams, and shipyard leadership to ensure a successful transformation.
The Navy Maritime Maintenance Enterprise Solution (NMMES) program, under the Naval Sea Systems Command (NAVSEA), provides the public shipyards (Norfolk, Puget Sound, Pearl Harbor, Portsmouth) with the digital tools needed to plan, execute, and manage ship maintenance availabilities more efficiently. NMMES integrates engineering, planning, materials, and production data to ensure fleet readiness.
Responsibilities:
- Lead Siemens Opcenter (MES) and Teamcenter (PLM) implementation across multiple Navy shipyards.
- Coordinate across stakeholders: shipyard leadership, engineers, planners, production trades, and IT staff.
- Ensure compliance with cybersecurity, Navy IT standards, and NAVSEA governance.
- Develop program communications and report progress to NAVSEA and shipyard executives.
- Foster adoption and alignment of Siemens solutions with shipyard culture and mission-critical operations.
- Manage program scope, schedule, cost, and risk, ensuring delivery aligns with NAVSEA objectives.
Qualifications:
Required:
- Bachelor's degree in Engineering, Business, or IT-related field.
- Project management Professional (PMP) certification or equivalent program management credential.
- 10+ years managing enterprise IT/PLM/MES programs, with at least one full-cycle MES implementation.
- Must hold an active Secret Level clearance.
- Experience leading large-scale digital transformation in a defense, aerospace, or manufacturing environment.
- Proven ability to work across diverse stakeholders, from executives to frontline shipyard personnel.
- Experience working with SAFe Agile.
Desired:
- Master's degree (MBA, Systems Engineering, or related).
- Familiarity with Siemens Opcenter/Teamcenter or comparable PLM/MES systems.
- Experience with Navy shipyard operations and maintenance processes.
- Lean Six Sigma Green/Black Belt certification.
- Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Level II/III certification.
