Senior Subcontracts Management Specialist

The National Security Sector, Decision Advantage Solutions Business Area of Leidos is looking for a Senior Subcontracts Management Specialist to drive subcontract management across multiple Federal Defense programs. This is an opportunity to take the lead in full life cycle subcontract management, ensuring compliance with contract requirements, company policies, and applicable laws.

As a key member of our program team, you will be responsible for developing, negotiating, and administering high-value subcontract agreements and managing the acquisition aspects in new business proposals. This role demands a comprehensive understanding of federal subcontracting and the ability to offer innovative solutions for complex business and program needs.

We seek someone who can effectively manage multiple priorities in a dynamic environment, demonstrating excellent written and oral communication skills along with meticulous attention to detail. You will have daily interactions with Leidos management and staff, as well as senior management of suppliers and subcontractors, facilitating strong working relationships.

Primary Responsibilities

• Develop and create subcontract solicitations based on customer requirements and analyze applicable flow-down requirements from the prime contract.
• Conduct thorough price proposal analyses using various cost and price techniques.
• Negotiate terms and conditions, specifications, pricing, delivery dates, and contractual provisions with subcontractors while addressing complex risks and issues.
• Collaborate with external parties (subcontractors, vendors) and internal team members from diverse functions to support program goals.
• Guide and mentor junior staff on policies, procedures, and best practices within subcontract management.
• Exhibit strong business acumen and understand how contract and proposal activities impact different functions within the organization.
• Promote a customer service-oriented approach, seeking to improve business outcomes that align with our core values.

This position allows for up to 100% telework.

Basic Qualifications

• BA degree with 8-12 years of relevant experience, or a Master's degree with 6-10 years of experience. Additional experience may substitute for degree.
• U.S. Citizenship is required.
• Proven experience negotiating terms and conditions of subcontract agreements.
• Extensive experience managing various subcontract types and interfacing with internal clients, support staff, and suppliers.
• Strong organizational, written, critical thinking, and oral communication skills.
• Ability to work independently, establish priorities, and meet deadlines with minimal oversight.
• Capability to juggle multiple tasks in a fast-paced environment.
• Current TS/SCI Clearance with CI Poly required.
• Advanced knowledge of FAR and DFAR.
• Proficiency in the Microsoft Suite (Office, Excel, Word).
• Exceptional attention to detail, problem-solving abilities, and solid time management skills.

Preferred Qualifications

• Experience with Special Access Required customer programs.
• Familiarity with agreements involving facilities management and base support services.
• Located in the Northern Virginia area.
• Experience with automated purchasing systems, preferably Deltek Costpoint and iValua.

Pay Range: $89,700.00 - $162,150.00
