About the Department
Cloudflare’s IT Planning and Governance Team is a crucial pillar of the CIO Organization. It manages programs and initiatives across IT Infrastructure, Enterprise Systems, and Enterprise Engineering, enabling Cloudflare internal teams to operate at their most efficient level. The team establishes end-to-end governance principles and frameworks, leads business partnering, and drives program planning, execution, and demand capacity management.
About the role
We are looking for a highly skilled and self-motivated IT PMO Manager who can collaborate with Product Managers on planning and accelerating our product-led efforts. You will join an exceptional group of TPMs to deliver a portfolio that extends to every corner of the organization.
You bring a passion for aligning business needs with technically innovative solutions, and excel at shifting between strategic and technical perspectives. You are able to implement and drive processes and persistently make progress. The ideal candidate is flexible and comfortable in playing multiple roles (diplomat, moderator, negotiator, reporter, coach, etc.), leading initiatives, and adapting to changing situations. Combined with technical expertise, you have the ability to build trust and strong partnerships with counterparts in Engineering, Development, Operations, and Business teams.
Responsibilities
- Strategic & Operational Management: Determine how to best use resources to meet program schedules and goals.
- Strategic & Operational Management: Manage the day-to-day coordination of your team’s activities, taking full responsibility for results, including costs and staffing.
- Strategic & Operational Management: Develop and administer program schedules and performance requirements.
- Strategic & Operational Management: Assist in annual and quarterly planning.
- Strategic & Operational Management: Work with technical program managers to develop repeatable Organizational Change Management (OCM) framework and practices.
- Project & Program Oversight: Oversee multiple large programs and cross-functional initiatives.
- Project & Program Oversight: Proactively manage risks, dependencies, and escalations.
- Project & Program Oversight: Reallocate resources as needed to balance demand and capacity across the portfolio.
- Project & Program Oversight: Make sound decisions to avoid unnecessary costs and meet short-term organizational goals.
- Process & Governance: Develop PMO playbooks and introduce consistency practices to shape how projects are delivered across the business unit.
- Process & Governance: Drive adherence to governance and introduce maturity assessments to ensure teams follow established methodologies.
- Process & Governance: Recommend and establish changes to policies and procedures that affect the immediate organization.
- Team Leadership: Lead and mentor a team of 4-5 program managers.
- Team Leadership: Provide guidance and act as a trusted advisor to help them meet schedules and resolve technical problems.
- Team Leadership: Build a strong succession pipeline and develop future leaders.
- Stakeholder Engagement: Manage and negotiate stakeholder expectations across multiple business units.
- Stakeholder Engagement: Bring stakeholders with conflicting priorities into facilitated sessions, using diplomacy to balance their needs.
- Stakeholder Engagement: Advise business unit directors on roadmap decisions, delivery capacity, and risks, influencing how investments are made at the business unit level.
Examples of desirable skills, knowledge, and experience
- 3+ years experience managing small teams, driving career development and increasing engagement.
- 5+ years experience in program and project management.
- Proficiency in stakeholder management, communications planning and development, and selling the benefits of your work.
- Experience and knowledge of change management principles, methodologies and tools.
- Experience defining and measuring success metrics and monitoring change progress.
- Ability to identify, analyze and prepare risk mitigation plans.
- Excellent oral and written communication, as well as strong documentation and reporting skills.
- Flexibility and adaptability, experience trying different approaches and adapting as you go based on the needs of your team / program.
- Strong competency with program management tools like Confluence, JIRA, Asana, etc.
- Experience working with multiple time zones and cross functional teams.
- Excellent scheduling and meeting coordination skills.
Bonus Points
- Proven working experience as a program manager in the technology sector, preferably within an IT or Corporate Technology department
- Experience with both waterfall and Agile development methodologies
- Experience major platforms (Salesforce, Oracle EBS, SAP, etc.)
- PMP/PgMP and Agile certifications
- Fluency in organizational change management methodologies (Prosci, etc.)
