Leidos is on the lookout for a skilled and experienced Transportation Engineer to spearhead multi-disciplinary transportation research programs across various government contracts. The ideal candidate will possess a robust background in transportation safety, operations, and data management, alongside a successful track record in managing complex projects, strengthening client relationships, and delivering exceptional project outcomes. You should have a comprehensive understanding of State DOT safety and operations programs, evidenced by your involvement in relevant projects and publications.
Key Responsibilities:
- Program and Project Management
- Act as the Program Manager for a federal safety research contract.
- Serve as the principal point of contact for clients, subcontractors, and internal teams.
- Oversee transportation safety, operations, and data research projects for diverse federal, state, and local clients.
- Develop and execute project plans, schedules, budgets, and deliverables efficiently.
- Delegate tasks to team members, ensuring progress and quality standards are maintained.
- Build and maintain strong client relationships while effectively managing project budgets and timelines.
- Utilize leadership skills in a collaborative manner to foster interactions with supervisors, colleagues, and partners.
- Technical Leadership
- Lead project teams, providing technical direction to achieve project objectives.
- Exhibit extensive knowledge of transportation system safety, operations, and TSMO strategies.
- Identify research opportunities in safety countermeasures, their implementation, and application across the transportation life cycle.
- Conduct safety reviews of existing infrastructure and suggest improvements while collaborating with safety audit teams.
- Manage and oversee intelligent transportation systems, including real-time traffic monitoring and signal networks.
- Coordinate maintenance activities and asset management for traffic control devices and transportation assets.
- Ensure compliance with established safety guidelines and best practices in transportation planning and operations.
- Proposal Development
- Lead the development of proposals and strategies for new transportation research projects.
- Contribute to writing persuasive proposals and estimating labor for projects.
Required Qualifications:
- Master's degree or higher in Transportation Engineering, Civil Engineering, Systems Engineering, or a related field.
- Minimum 12 years of relevant experience in managing federal, state, and local transportation projects, particularly in safety, operations, or data research.
- Prior experience with State and local DOTs, the Federal Highway Administration, or USDOT ITS Joint Program Office.
- Strong understanding of transportation research methodologies, data analysis, and program management best practices.
- Demonstrated experience in project financial management, including invoicing and contract compliance.
- Proven ability to navigate engagements with multiple stakeholders, including government agencies and subcontractors.
- Experience in business development focusing on identifying new market opportunities and driving growth.
- Ability to obtain and maintain a Public Trust clearance, requiring three years of residency in the US.
- All applicants must be legally authorized to work in the United States without company sponsorship.
Preferred Qualifications:
- Familiarity with IRB, safety research development projects, and vulnerable road user research.
- Possession of an active Project Management Professional certification.
- Understanding of multi-modal transportation planning principles and practices.
- Experience in operations, safety, connected and automated vehicles, intelligent transportation systems, and shared mobility.
- Involvement in business development through compelling proposals and fostering client relations.
