Position Overview and Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
This second level intermediate environmental specialist position requires a working knowledge of the forcing mechanisms of coastal littoral sediment transport and ocean inlet tidal hydrodynamics, and coastal geology or geomorphology. This position's primary responsibility is to conduct coastal science/ engineering, geology or environmental reviews of beach and inlet management projects, and other coastal construction projects which receive Department funding or require a permit from the Department. This position provides technical assistance for planning, funding, permitting, and monitoring beach and inlet management projects, as well as assisting in the development of policy and procedures. This position requires effective communication and coordination with staff, permit applicants, local, state, and federal governmental agencies, and other departmental entities in pursuit of the overall mission to preserve, restore and protect the beaches and coastal systems of Florida.
Specific duties and responsibilities include:
Conducts technical reviews of coastal monitoring data, littoral sediment transport processes, volumetric and shoreline change analysis, presented in reports and feasibility studies of beach and inlet management activities. Provides written comments to the permit or project manager. Participates in meetings as necessary with designated staff to discuss projects and to coordinate the completion of technical reviews. Represents the CEG staff in meetings with permit applicants, at public meetings, and at Department and interagency discussions related to projects and policy issues.
Assists with the development of guidelines for the review of coastal science information and the criteria for compliance with statutes, rules and policies related to coastal construction and environmental resources.
Assists with studies of coastal geologic and littoral sediment transport processes in collaboration with the ORCP staff and contractors and prepares reports with recommendations for long-term regional beach or inlet management strategies.
Conducts on-site inspections to evaluate beach-dune conditions, beach sediment characteristics and permit compliance of beach and inlet management projects.
Conducts post-storm impact assessments to evaluate the effects of major storm events on coastal construction and beach and dune resources. Assists in the preparation of post-storm reports and recovery plans.
As part of the duties of the position the incumbent will need to develop and maintain knowledge, skills and abilities in coastal sciences, geology, or engineering; and knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373 and 403, Florida Statutes.

Required Knowledge, Skills, and Abilities:

  • Knowledge of coastal sciences/engineering and coastal geology, of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373 and 403, Florida Statutes.
  • Knowledge of coastal hydrodynamics, nearshore sediment transport mechanisms, ocean inlet tidal hydrodynamics, and coastal geomorphology.
  • Ability to apply coastal science principles related to beach and inlet management activities.
  • Ability to evaluate and interpret scientific or technical data.
  • Ability to communicate effectively both verbally and in writing in a tactful and courteous manner.
  • Ability to travel to conduct field investigations and collect technical data.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to get along and work well with fellow employees and the public.
Minimum Qualifications:
  • At least six years of verifiable related experience. Post-secondary degrees from an accredited college or university with a major in coastal engineering, coastal geology, geology or environmental science with coastal track course concentration, or related coastal studies may be used as an alternative for the required six years of experience on a year-for-year basis.
  • Ability to successfully complete a background and fingerprint check.
  • A valid driver license.
  • Ability to travel
Position of Special Trust:
The incumbent of this position, in accordance with sections and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
