ANTICIPATED VACANCY- COMPLIANCE ASSURANCE
This position is located in Jacksonville, FL
Position Overview and Responsibilities:
This is an advanced level position in the Compliance Assurance Program and serves as a Subject Matter Expert for hazardous waste compliance activities. Subject Matter Experts serve as liaisons between the Divisions, Districts, and regulatory community.
- Develop and maintain expertise in applicable statutes, rules, policies, procedures, and guidance for compliance and enforcement matters, industry issues, and impacts on the regulatory community.
- Develop, implement, and maintain a sustainable training program for the District's Regulatory Programs.
- Develop and maintain an outreach program to educate and provide technical and compliance assistance to external customers.
- Develop, implement, and track, and/or assist District Management with the District's Level of Service (LOS) Work Plan to ensure LOS commitments are met. Work with District permitting programs to ensure quality and timely permits.
- Ensure that required data are accurately and timely entered into the databases.
- Coordinate with Divisions, District Senior Management, District CAP Managers, District Permitting Managers, and other Districts as appropriate.
- Conducts inspections of complex hazardous waste generators, transporters, and treatment, storage and disposal facilities. Reviews and makes recommendations on reports, scientific, technical or legal documents. Recommends enforcement actions as appropriate. Drafts complex enforcement documents and coordinates and leads enforcement meetings.
- Performs other duties as required by supervisor.
- Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences or engineering.
- Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.
- Ability to evaluate, analyze and interpret engineering calculations, plans and designs.
- Ability to determine work priorities and ensure proper completion of work assignments.
- Ability to work independently.
- Ability to prepare technical reports.
- Ability to communicate effectively and professionally, both verbally and in writing.
- Ability to establish and maintain effective working relationships with co-workers and leadership.
- Ability to interact with customers in a tactful and courteous manner.
- Ability to cross-train into multiple regulatory programs.
- Ability to meet established performance standards as identified in the District Performance Standards document.
- Ability to travel and maintain a valid driver's license.
- Ability to identify solutions to problems and exhibit positive problem-solving techniques.
- Skill in producing quality work with little oversight and rework.
- Experience with process review and efficiency implementation through use of continuous improvement strategies.
- Experience with workload coordination within a multi-disciplined team.
- At least 5 years of verifiable related experience in Hazardous Waste. Post-secondary degrees from an accredited college or university with a major in Engineering may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
