Overview
We are seeking a highly experienced and strategic Data Governance Policy Director to lead the design, development, implementation, and maintenance of PepsiCo’s data governance framework. This framework includes the policies, procedures, standards, and guidelines that ensure data is managed as a strategic asset. The lead partners with data stewards, legal and program teams to design governance controls, embed them into processes, and drive adoption across the enterprise.
Responsibilities
Policy, Procedure, Standard and Framework Development:
- The lead is the primary author and custodian of Data Governance documentation.
- Policy Creation: Develop, update and publish data-related policies in alignment with Legal to ensure regulatory compliance. (Data Quality, Data Governance, Metadata Management, Data Retention etc.)
- Standard Definition: Establish Data Standards (e.g., naming conventions, metadata standards, data quality standards) to ensure consistency and interoperability across the enterprise.
- Procedure Documentation: Create detailed, step-by-step Procedures and workflows that explain how the policies and standards are to be executed by data stewards and other stakeholders (e.g., the process for requesting data access, or how to conduct a data assessment).
- Framework Implementation: Define and maintain the enterprise data governance policy framework, including guiding principles, accountability model, and compliance requirements. Facilitate the Data Governance Council to ensure stakeholder alignment.
Communication and Training:
- The lead is accountable for ensuring that all relevant stakeholders understand their roles and responsibilities.
- Stakeholder Engagement: Partner with data owners, stewards, and legal to drive policy adoption across business units
- Training Programs: Develop and deliver training materials and sessions to educate data owners, data stewards, and data consumers on the policies, standards, and their specific roles within the governance framework.
- Change Management: Manage the process for updating and revising policies and procedures as business needs, technology, or regulatory environments (like GDPR or CCPA) change.
Continuous Improvement:
- The lead will actively seek opportunities to evolve and improve a best-in-class data governance framework
- Industry Leader: Benchmark against industry best practices and evolve governance frameworks as technology and regulations change.
- Automation and Efficiency: Identify opportunities to automate governance controls or embed policy compliance into data governance workflows.
- Scalable and Forward Looking: Ensure the policy framework scales with organizational maturity and digital transformation initiatives such as enabling Responsible AI.
Metrics and Reporting:
- The lead will ensure that the policies and the framework are auditable and in compliance to protect the organization from Legal and Financial Risks.
- Regulatory Alignment: Ensuring that all data governance policies and procedures are aligned with external regulatory requirements (e.g., data privacy, security, industry-specific rules) and internal legal mandates.
- Key Performance Indicators (KPIs): Develop and monitor key metrics to track and measure the effectiveness and adoption of governance policies.
- Audit Support: Serving as a subject matter expert during internal and external audits, providing evidence of the organization's adherence to its documented data governance policies and procedures.
Compensation & Benefits:
- The expected compensation range for this position is between $125,900 - $249,900.
- Location, confirmed job-related skills, experience, and education will be considered in setting actual starting salary. Your recruiter can share more about the specific salary range during the hiring process.
- Bonus based on performance and eligibility target payout is 25% of annual salary paid out annually and an additional target payout of 10% of annual salary is paid out over 3 years following the end of the performance period.
- Long term incentive equity may be awarded based on eligibility and performance.
- Paid time off subject to eligibility, including paid parental leave, vacation, sick, and bereavement.

Qualifications
- 10+ years of Data Governance experience.
- 6+ years of direct, hands-on experience creating, implementing, and managing enterprise-wide data governance policies, procedures, and standards.
- Deep functional and technical understanding of core data governance related disciplines, including: Data Policy Management, Data Stewardship, Data Quality, and Metadata Management.
- Proven ability to lead and drive organizational change and process adoption through effective communication, training, and stakeholder engagement.
- Strong knowledge of industry data governance frameworks (e.g., DAMA-DMBOK) and familiarization with compliance requirements (e.g., GDPR, CCPA, etc.).
- Exceptional written and verbal communication skills with the ability to articulate complex concepts clearly to both technical and non-technical audiences of all levels.
- Bachelor’s degree in Business, Computer Science, Information Management, or a related field.
