POSITION LOCATION: Key West, FL (relocation benefits are not available for this position) Consolidated Disabled Veterans' Outreach Participant (DVOP) Specialist/Local Veterans' Employment Representative time (LVER) Government Operations Consultant II OPEN COMPETITIVE Previous candidates are still being considered and do not need to reapply. Your Specific Responsibilities: This position serves as a Consolidated Disabled Veterans' Outreach Program (DVOP) Specialist / Local Veterans' Employment Representative (LVER ) and is responsible forassisting with the development of the service delivery strategies for veterans and educating partner staff with current employment initiatives and programs for veterans. This position will also provide outreach and facilitate placements to meet the employment needs of eligible veterans and eligible spouses entitled to benefits, in accordance with priorities as determined by the Federal Department of Labor. This position confers with Management to assist in identifying improvement processes and develop solutions for the Jobs for Veterans State Grant (JVSG) program. Performs duties outlined in Title 38 of the United States Code (U.S.C.), 4104(b)(1)(2), as amended by Public Law 100-323. The incumbent will assure the local office is in compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for Veterans. The following duties are included in this code:
- Creates, develops, and implements local policies and procedures to ensure compliance with the JVSG regulations. This position confers with personnel to ensure that it is in compliance with policy and procedures set by the State Veterans Program Coordinator.
- Provides training to LWDB staff, at both state and local level, and co-located partners on compliance with JVSG regulations and guidance, as needed.
- Reviews programs, services, forms, and reports utilized by the JVSG program at the local and State level and confers with management to identify improvement processes.
- Conducts outreach to employers and engages in advocacy efforts with hiring executives to increase employment opportunities for veterans.
- Conducts job search workshops, establishes job search groups and participates in job and career fairs.
- Works with federal contractors on recruiting Veterans.
- Advocates for the hiring of disabled veterans and assists all veterans with gaining and retaining employment.
- Creates and conducts capacity building programs for employers and veterans.
- Facilitates and oversees veteran priority of service requirements regarding employment, training, and placement services furnished to veterans by all staff of the CareerSource system.
- Promotes credentialing and licensing opportunities for Veterans.
- Provides operational oversight for all Career Center staff to include regular training on the implementation of the JVSG program at local levels.
- Develop and implements program management procedures to ensure the provision of services to eligible veterans.
- Maintains regular contact with community leaders, employers, labor unions, training programs, and veterans' organizations to keep them advised of eligible veterans and spouses available for employment and training.
- Advises eligible veterans and spouses of opportunities for employment and training.
- In accordance with JVSG regulations, provide guidance and facilitates training of labor exchange services including intake and assessment, counseling, testing, job-search assistance, and referral and placement.
- Assists, through automated data processing, in securing and maintaining current information regarding available employment and training opportunities for veterans and their spouses.
- Participates in Office of Federal Contractor Compliance Programs (OFCCP) Audit information requests from Federal Government partners by providing answers, examples, descriptions of services, and other necessary information in both DEO and federal audits.
- Consults with State and local officials on matters applicable to the JVSG program.
- Consults with federal, state, and local officials on matters applicable to serving eligible persons as a DVOP.
- Conducts comprehensive and specialized assessments to eligible persons and develops an individual employment plan to identify the employment goals, appropriate objectives, and services for participants that will lead to sustained careers and lasting self-sufficiency.
- Provides individualized case management to eligible veterans and their spouses with qualifying barriers to employment (QBEs) including supervising group career counseling to promulgate knowledge of veteran resources and local initiatives created to address barriers limiting employment opportunities and to promote peer support, conducting individual counseling and career planning with a goal of long term employment and self-sufficiency; providing short-term pre-vocational services that may include development of learning skills, communication skills, interviewing skills, punctuality, personal maintenance skills, and professional conduct to prepare individuals for unsubsidized employment or training.
- Evaluates community organizations to assess and leverage assets that can be utilized to mitigate individual barriers of eligible persons within case management.
- Knowledge of applicable regulations, Veteran Program Letters, state and local guidance, and programs/opportunities for veterans and covered persons (i.e., Federal Bonding program, Federal Work Opportunity Tax Credit Eligibility, etc.)
- Knowledge of the laws governing veterans' preference in employment and workforce services
- Knowledge of veterans' re-employment rights
- Knowledge of entitlement and priorities of veterans for medical and surgical services in veteran hospitals
- Working knowledge/proficiency in using Microsoft Office applications, including Word, Excel, PowerPoint
- Knowledge of basic sales principles and skills
- Knowledge of the principles and techniques of effective communication
- Knowledge of workforce plans and business/management principles
- Knowledge of the principles and techniques of effective customer service
- Knowledge of the basic principles of counseling and case management.

- Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows: First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.) - IAW the Veterans Benefit Act of 2010, 38 U.S.C § 4102(A) (c)(8)(A) requires all newly hired Consolidated DV/LV specialists are required to satisfactorily complete Jobs for Veterans State Grant (JVSG) DVOP and LVER training delivered by the National Veterans Training Institute (NVTI) within 18 months after the date of employment. Consolidated DV/LV Position staff who serve in a dual role as a DVOP specialist and LVER staff must satisfactorily complete both JVSG courses.
- The incumbent must possess or obtain certification as a Workforce Professional Tier 1 within 1 year of employment in the position.
- Required to travel locally and must furnish own transportation.
- The selected candidate may be required to work weekends or after regular work hours at job fairs, or community meetings once or twice a month.
- Duties and responsibilities of this position must be performed at the official assigned work site of CareerSource Southwest Florida.
- A bachelor's degree from an accredited college or university in Business, Human Resources, Social Services, Education, or a related field.
- Professional or non-professional experience in the areas related to employment security, interviewing, recruiting, job placement, job development, or job analysis, with a background in matching candidates with open positions, may substitute on a year-for-year basis for the preferred college education.
- Possesses the ability to utilize state labor exchange system (Employ Florida) and to utilize the internet to conduct research and obtain data.
