POSITION SUMMARY

Instructs, develops, revises and evaluates new and existing training programs conducted for Rail Maintenance personnel involved primarily in the following fields: computer network troubleshooting and analysis, IGBT Power electronics troubleshooting and analysis, hydraulics theory and application, and Communications Technology including: Voice over IP, analog-digital conversion, and video.

Qualifications

PRIMARY RESPONSIBILITIES

• Instructs training programs and oversees performance and written testing of students undergoing training and supervises the training of students in shops and other work areas. Includes periodic instruction of management personnel. Training programs will pertain to computer network troubleshooting and analysis, IGBT Power electronics troubleshooting and analysis, hydraulics theory and application, and/or Communications Technology including: Voice over IP, analog-digital conversion, and video.

• Develops training programs, instructor guideline manuals and all handout materials including illustrative artwork, photography, videotapes, etc. Develops training, retraining, pilot and special programs in the functional areas listed in the Position Summary.

• Researches maintenance manuals, service bulletins or OSHA and related Federally mandated legislation to develop training programs related to one of the above functional areas.

• Conducts task analyses and interviews with technically knowledgeable personnel, vendors and contractors within and outside of the Authority and interacts with various supervisory personnel regarding the information necessary in the development of training programs.

• Researches and recommends purchase of training aids, training methodologies and techniques.

• Performs ongoing analysis of the training needs of the Rail Maintenance Department relative to the 5000-series rail cars.

• Monitors training sessions and identifies materials for revision.

• Develops and administers evaluation of existing programs to determine effectiveness of training program content and teaching methodology.

• May perform the duties of the Senior Training Specialist/Instructor.

• Performs other duties as assigned.

CHALLENGES

• Keeping abreast of cross training in one or more of the following areas: computer network troubleshooting and analysis, IGBT Power electronics troubleshooting and analysis, hydraulics theory and application, and/or Communications Technology (Voice over IP, analog-digital conversion, and video).

EDUCATION/EXPERIENCE REQUIREMENTS

• Associate's Degree in Engineering or other technology-related fields applicable to the position, and three (3) years teaching/instructing experience in a technical field, or a combination of education and experience relating to this position.

• Must possess a valid Illinois driver's license.

• Must be able to obtain Rail Safety Training certification.

PHYSICAL REQUIREMENTS

• Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer keyboards.

• Required to submit to and pass drug and alcohol testing as mandated by the Federal Transportation Administration for safety sensitive positions.

• Required to travel to field locations subject to prevailing weather.

• Required to occasionally work outdoors subject to prevailing weather.

• Required to board light rail cars from grade level. Required to stand, bend, stoop, and kneel as necessary when conducting training near and under rail cars.

• Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

• Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

• Detailed knowledge in at least one of the following areas: computer network troubleshooting and analysis, IGBT Power electronics troubleshooting and analysis, hydraulics theory and application, Communications Technology (Voice over IP, analog-digital conversion, and video).

• Detailed knowledge of the educational applications of audiovisual materials, artwork, mockups, and other media.

• Working knowledge of Schematic Print reading.

• General knowledge with common personal computer software utilized in the business environment such as Word, Excel, PageMaker, & PowerPoint.

• General knowledge of the electrical and mechanical equipment used on CTA's 5000-series rail cars, or understanding of similar equipment.

• General knowledge of hand and power tool safety.

• General knowledge of typical methods and procedures utilized in the repair and maintenance of equipment similar to equipment used on CTA rail cars.

• General knowledge of interactive multimedia media.

• Strong analytical, creative and evaluation skills necessary in the development of training programs.

• Intermediate skills to effectively develop and facilitate training programs in one of the above mentioned areas of expertise.

• Intermediate skills in the use of basic arithmetic including fractions, decimals and percentages.

• Ability to maintain amiable relations with various levels of Authority personnel and outside contractors and vendors.

• Ability to keep discretion in working with confidential materials.

WORKING CONDITIONS

• General office environment.

• Occasionally required to work in terminals, shops, and various field locations.

• Subject to working adjacent to moving trains and power rails energized with 600 volts. Required to work around rail cars and equipment that are energized with 600 volts inside the maintenance shops.

• Required to work various hours, days, and locations.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED

• Standard office equipment.

• Necessary training materials.

Additional Details

Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
