This is a hybrid role that requires occasional meetings at a variety of Legacy locations across the Portland Metro area. On days that onsite activity is not required, individuals in this role may work from remotely.
All new hires are required to come to a designated Legacy Health office location in Portland, Oregon prior to their start date for a new hire health assessment and to complete new employee orientation.

As the largest nonprofit health system serving the Portland-Southwest Washington and mid-Willamette Valley areas, Legacy Health provides a range of services - we have six hospitals, one of which includes a center solely dedicated to children's care, Randall Children's Hospital at Legacy Emanuel. We run more than 70 primary care, specialty and urgent care clinics, employ nearly 3,000 doctors and providers and more than 13,000 employees. We also operate labs and a research center. Our major partnerships include those with PacificSource Health Plans and the Unity Center for Behavioral Health, a one-of-a-kind center for people facing a mental health crisis that is collaboratively operated between four regional health systems and numerous community partners.
Responsibilities
Leadership responsibility for the teams administering and coordinating the delivery of Human Resources services provided by the HR Answer Center (HRAC), employee relations, and labor relations. This role includes the opportunity to advance employee and labor relations in service of creating an engaging and inclusive environment that attracts and retains the best talent. Therefore, this leader must be able and excited to leverage current best practices within these functions and also identify and implement strategies for improving people services across the answer center, employee relations and labor relations.
Qualifications
Education: Bachelor's degree in human resources, business administration, or related field or equivalent applicable experience.
- Master's degree preferred.
Experience:
- Eight years of diverse and progressively more responsible human resources experience at a senior practitioner or management level, preferably in a healthcare environment.
- Proven change leader who has experience engaging others in improvement efforts.
- Knowledge of lean or similar process improvement methodologies preferred.
- Eight years of experience overseeing employee relations and labor relations matters, specifically drafting policies and procedures, conducting and overseeing investigations, developing and implementing investigative plans, responding to and resolving grievances, and labor contract bargaining and negotiating within the context of employment laws and regulations.
- Experience implementing and integrating DEI principles and practices into trainings, programs, and strategic that support the workforce.
Skills:
- Ability to think strategically with proven, strong ability to execute and implement a plan within the context of employee relations and labor relations.
- The ability to analyze systems and situations and make recommendations to effectively resolve issues and concerns in a fair and impartial manner in alignment with industry best practices, standards, practices, policies and procedures, and applicable federal, state, and local laws and regulations.
- Excellent communication skills.
- Demonstrated ability to effectively manage people and resources and provide support to staff and customers.
- This leader will have direct oversight and interface with staff members possessing a variety of experience and tenure within human resources and must be able to build strong teams, calibrate workload appropriately and prioritize work in the context of organizational priorities and customer demand.

Pay Range
USD $78.22 - USD $118.10 /Hr.
