Human Resource Specialist
The Human Resource Specialist provides professional support in the administration of Human Resources functions. Depending upon area(s) of expertise and assignment, the specialist is responsible for recruitment and related employment functions, employee relations, diversity initiatives, and the administration of compensation and benefit programs for the Organization. Assists in the planning, development, implementation, and maintenance of programs, policies, and procedures. Provides oversight and day-to-day supervision of a staff of Human Resource Associates and Compensation/Benefits Analysts to provide optimal service to the organization and all customers. Monitors Human Resource staff and functions to ensure activities are performed in a manner which meets the standards set for department, organization, and all certifying and regulatory agencies.
Education and experience equivalent to a Bachelors degree and 2-3 years of experience in Human Resources (healthcare or service organization experience preferred) as a Human Resources generalist or designated function required. Must have advanced mathematical and analytical skills necessary to effectively gather, analyze, and interpret data and policies, identify complex social, technical, and administrative problems, and to develop an appropriate action plan for positive results. Demonstrated proficiency in managing mainframe databases, PC spreadsheets, word processing (proficiency in Excel, Word, WordPerfect, Access, PeopleSoft preferred) necessary. Must have advanced written and verbal communication skills to develop correspondence, write policies and procedures, develop written communication tools, and provide regular and routine reports as required. Strong organizational skills required to manage multiple priorities simultaneously and to provide organized/effective systems and processes. Advanced interpersonal and communication skills necessary to communicate appropriately with all levels of management, internal and external customers, in occasionally sensitive situations and to conduct effective formal presentations.
Work which produces high levels of mental/visual fatigue e.g. interactive and repetitive or small detailed work requiring alertness and concentration for sustained periods of time, the operation of and full attention to a personal computer or CRT between 40 and 70 percent of the time. The job produces some physical demands. Typical of jobs that include regular walking, standing, stooping, bending, sitting, and some lifting of light weight objects.
Orients and trains staff in the performance of duties and acts as a resource to resolve complex problems and/or to recommend and implement improved systems/processes. Utilizes a variety of systems to organize, track, trend, and perform analysis and present information. Maintains accurate data and records to depict activities in areas of responsibility, prepares regular and special reports and analysis, and submits to management as necessary or upon request. Monitors expenditures and reports/resolves variances to ensure compliance with budgetary limitations in area(s) of responsibility. Provides input into the budget process by maintaining records of expenses, preparing analysis of cost/benefit of plans, programs, and activities, and submitting proposals to support recommendations for change. Participates in the development, implementation, communication, and maintenance of plans, programs, and activities in area(s) of responsibility. Regularly monitors programs and activities to ensure they are in concert with Organizational and department objectives, goals, and philosophy. Provides the necessary data and analysis to support recommendations for change. Participates in the development, implementation, and communication of Human Resources policies and procedures for the department as well as the organization. Monitors Human Resource staff compliance to such, corrects variances and/or communicates such to manager. Acts as a resource and counselor to management relative to policies and procedures. Initiates appropriate action to resolve problems and/or assists in problem resolution. Participates in developing, documenting, training, and implementing new Human Resource processes. Communicates processes to BHG management and employees where appropriate.
Retirement Plan Administration Functions: Participating in the strategic and tactical planning of all retirement programs, assisting with maintaining all partner and vendor relationships, coordinating the execution of original and amended plan agreements, constructing, implementing, and monitoring all 401k/403b communication and training programs, performing investigations and resolution of discrepancies, conducting audits as required, preparing all necessary reporting and mailings to satisfy all regulatory requirements, coordinating and reviewing required non-discrimination tests, audits monthly files from banking partner, performing retirement calculations according to plan guidelines, preparing or assisting in preparation of 5500 and other filings and documents required by ERISA and other federal or state laws/regulations. Submits data and documents to the appropriate staff committee, trustee, or actuary. Ensures timely and accurate filings. Coordinated and assists in delivery of employee communication efforts. Configures, runs, and distributes periodic and ad hoc data reports.
