Finance Manager

As a Finance Manager, you will coordinate financial accounting activities, focusing on improving customer service delivery and enhancing policies, procedures, and systems. You will play a key role in budget preparation and expenditure monitoring, ensuring financial systems are well-maintained and budget appropriations are adhered to. You will also oversee administrative functions and provide strategic direction to meet departmental goals.

Responsibilities:

• Coordinate financial accounting activities and monitor customer service delivery.
• Recommend improvements to policies, procedures, and systems.
• Review external and internal financial reports and staff work production.
• Assist with budget preparation and monitor expenditures to ensure compliance with budget appropriations.
• Oversee and review disbursement of funds and control of expenditures.
• Provide administrative oversight for division activities and functions.
• Develop departmental and division direction, priorities, goals, and objectives.
• Supervise and administer staff development, training, and succession planning.
• Manage performance, employee relations, and prioritize and assign work.
• Implement and monitor new financial accounting and reporting standards.
• Ensure personnel policies and procedures are administered appropriately.
• Assist with departmental human resources functions and staff development programs.
• Develop departmental strategic plans, conduct research and evaluations.

Essential Skills:

• 5-7+ years of general ledger accounting experience.
• Bachelor's degree in accounting, finance, public administration, or related field.
• 2-3+ years of accounting supervisory experience.
• Proficiency in Excel, including creating pivot tables and vlookups.
• Experience with Munis, local government, and GASB accounting.

Additional Skills & Qualifications:

• ERP experience is advantageous.
• Experience in local government or GASB accounting is preferred.

Work Environment:

The role operates within a professional office setting, with working hours from Monday to Friday, 8 AM to 5 PM. This position offers the opportunity to support local government Public Utilities in an accounting leadership role, with the potential for a permanent position.

Job Type & Location:

This is a Contract position based out of Portsmouth, Virginia.

Pay and Benefits:

The pay range for this position is $40.00 - $50.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
